Rowing machines are definately cardio - probably one of the best kind. They work pretty much the entire body.

Cardio workouts are anything that increase your heart and breathing rate sufficiently. Things like swimming, jogging, cycling etc. are cardio workouts, because they force your heart to beat faster. Weights aren't cardio - they are purely a muscular building exercise and aren't as directly linked to overall fitness since they only focus on skeletal muscle.

yeah basically anything that nearly kills you is cardio

yes it is and its an excellent form of cardio too as it uses the whole body. cycling, skipping, swimming, aerobics, running, walking, power walking, jogging, cross trainer, ski machine are all forms of cardio. they get the lungs working and raises the heart rate(which makes the heart stronger). weight training will do this slightly but not as effectively as cardiovascular. circuit training is excellent as it usually combines both cardio and strength stations.
