Weightlifting help needed for Cardio on days off?

Hi, I have been lifting for around 2 months using free weights and resistance machines. I have been working out 5 days a week. 3 Cardio (I needed to lose weight) and 2 weights. I have now lost the weight and would like to bulk up (Muscle). I wanted to do weights 3 days a week and cardio 2 days a week.

If I was to do upper body lifting 1 day and then cardio the next day were I did 20 mins on a rowing machine. Will that be a negative as I am using the muscles without resting enough? Or is the rower fine on days off from lifting?

I like the rower as it gives a good workout but I don't want to use it if it stops my muscles recovering from the previous days lifting.

Also, what is the minimum rest period needed for bulking up arms after a lifting session before the next lifting session.
